Alle Gemeinde der Kreise Niesky und Weißwasser und Teile der Kreise Görlitz und Hoyerswerda sowie Zoblitz vom Kreis Löbau wurden dem neuen Landkreis zugeordnet. Durch 1. Änderungsgesetz kam die Gemeinde Mönau (Kreis Hoyerswerda) zum Landkreis Westlausitz-Dresdener Land (heute LK Kamenz). Der Landkreis ist Rechtsnachfolger der Kreise Görlitz, Niesky und Weißwasser.
